Question:

My question regards the new pedestrian crossing lights on Grand Ave near the campus dorms parking lot. Once the light has turned a solid red, it then progresses to a blinking red. I have observed on several occasions that cars start to travel as soon as the lights start blinking red and before they turn off. My inclination is that traffic should not start traveling again until the lights are completely off. What is correct procedure?

When the light begins flashing red it is treated just as any other flashing red light...vehicles must stop, but may proceed so long as the intersection is clear. Please see this edition of the Gem City Spark for more detailed information:
