McBride’s Flyer-Ask the City

Question:

I received my home's water and utility bill from the city this month, and there is a flyer in it promoting yard waste services from McBride's. Is there a program or ordinance that allows companies to advertise services using the same city mailings (if so, who do I contact?), or was this advertising for McBride's part of the agreement when the company was awarded the yard waste from the city?

"Yes, the flyer included in your bill was allowed as part of an agreement between the City of Laramie and McBride's Yard Waste. The city has an agreement where McBride's provides curbside yard waste services and we cooperate in the promotion of those services."
