Why are all of the streets in West Laramie unpaved, even though they continue to washboard and get potholes?

Answer:

"The long term plan for the city is to pave the streets of West Laramie. However, the cost to do this reaches into the millions of dollars. In addition to the cost, the current storm drainage system would have to be improved and the replacement of water and/or sewer mains (on an "as need" basis) would need to be completed before paving can begin. At the direction of the city council, the city will continue to make improvements in West Laramie, but not all of the roadway work is able to be completed at the same time."
