Why is the Reynolds Street school zone still in effect?

Answer:

"The school zone flashers are currently turned off and therefore do not actuate the 20 mph speed limit at any time during the day. The signs and flasher units are still in place as the district is planning on using the site of the former high school for the construction of the new Slade Elementary School. So, we decided it would be best to leave the signs and flashers in place. As mentioned above, the signs say 20 mph when flashing, so unless they are flashing, the reduced speed limit is not in effect."
