Does the city have any ability to force Union Pacific Railroad (UPRR) to replace the deteriorating barbed wire fences that separate the railroad yard from the west side neighborhood? The entrances to Union Pacific property are never closed, so it doesn't seem like there is a reason to even have barbed wire fences. The fence is in incredibly bad shape and replacing it would go a long way to making that side of the tracks look a little less uninviting.

"The city has no ability to 'force' UPRR to do anything, as the railroad operates under an 1860's era federal charter that supersedes state and local laws. However, the city has contacted UPRR with a request to look into this matter."
