A 42-year-old Cheyenne woman is facing felony drug possession charges after she was reportedly, once again, caught with methamphetamine.

According to a booking sheet, police arrested Elizabeth Leeann Clark at East 13th Street and Campbell Avenue at 1 a.m. on Monday, Aug. 18.

Clark was taken to the Laramie County Detention Center and subsequently charged with felony possession of methamphetamine, a crime punishable by up to seven years in prison, up to a $15,000 fine, or both.

Due to two separate drug possession convictions on June 11, 2021, Clark was also charged with possession of a controlled substance - third or subsequent offense, a felony punishable by up to five years in prison, up to a $5,000 fine, or both.

Initial Court Appearance

On Wednesday, Aug. 20, Clark was seen in Laramie County Circuit Court in front of Magistrate Hannah West on the charges.

West appointed Clark a public defender and asked what the state's position on bond was.

"We do have a copy of Ms. Clark's federal criminal history," the state said. "I would note that she has failures to appear, two in 2021 and one in 2025 ... a charge from 2021 where she was listed as a fugitive from justice ... It looks like she has two other open dockets, one is a conspiracy to commit theft and the other is a forgery."

"Given that criminal history and the nature of this crime and the danger that she presents to the community, the state believes that an additional $3,000 cash is appropriate in this matter," the state added.

Clark said she was on probation in the open dockets and asked West for a cash or surety bond.

"I do have a job, and I am pretty stable at the moment," she said.

Bond Set at $3K Cash

"I'm a bit concerned about the criminal history, specifically the fugitive criminal history and the difficulties on probation," said West. "I do think right now a $3,000 cash bond is appropriate."

West set Clark's bond conditions and ordered her to do weekly drug testing through the Drug Testing Center of Cheyenne.

Clark's next court date will be a preliminary hearing on Wednesday, Aug. 27, at 2:15 p.m.
