A 44-year-old Cheyenne woman is facing felony charges after she was reportedly, once again, caught with methamphetamine.

Turn Signal Violation Leads to Felony Drug Charges

According to a booking sheet, Lynn Amelia Larkin was arrested at Central Avenue and West 5th Street at 11:52 p.m. on Sunday, Aug. 10, after police stopped her for a turn signal violation.

It's alleged that Larkin possessed methamphetamine and she's previously been convicted of the same or similar offense at least five times -- once in 2015, twice in 2017, once in 2021, and once in 2023.

Larkin was taken to the Laramie County Detention Center and subsequently charged with possession of a controlled substance - third or subsequent offense, a felony punishable by up to five years in prison, up to a $5,000 fine, or both, and taking a controlled substance into jail, a felony punishable by up to three years in prison, up to a $3,000 fine, or both.

Initial Court Appearance

On Wednesday, Aug. 13, Larkin was seen in Laramie County Circuit Court in front of Judge Antoinette Williams on the charges.

Williams appointed Larkin a public defender and asked the state for recommendation on bond.

The state recommended a $5,000 cash bond, saying, "Ms. Larkin has numerous prior serious drug charges. I would also note for the court she has a history of failure to appear (and) a prior conviction for child endangering with drugs."

"It would appear that Ms. Larkin is clearly struggling with addiction, but for the safety of the community that cash bond should be required," the state added.

Bond Set at $3K Cash

Williams set Larkin's bond at $3,000 cash and her preliminary hearing was set for Wednesday, Aug. 20, at 3 p.m.
