A 40-year-old Cheyenne man with a concerning criminal history is back in jail after reportedly running from a traffic stop and getting caught with drugs.

Traffic Stop Takes a Wild Turn

According to booking sheets, Richard David Munoz, Jr. and Amanda Lee Munoz were arrested on Saturday, Feb. 7, at 9:22 p.m. and 9:50 p.m., respectively, after a Laramie County Sheriff's deputy stopped them on Murray Road at Red Circle.

It's alleged that Amanda was driving under the influence of drugs and going 31 mph in a 20-mph zone and that Richard, who ran and was subsequently sniffed out by K-9 Cash (see video below), possessed cocaine, fentanyl, and marijuana.

Richard also reportedly had a felony warrant out of Laramie County District Court for failure to appear with an original charge of failing to appear for sentencing.

Charges and Initial Court Appearances

Amanda was subsequently charged with DUI - controlled substance and speeding, both misdemeanors.

On Monday, Feb. 9, Amanda was seen in Laramie County Circuit Court in front of Judge TJ Forwood on the charges.

Amanda Munoz Released on $2K Signature Bond

Forwood appointed her a public defender, gave her a $2,000 signature bond, set her arraignment for Wednesday, March 4, at 11 a.m., and ordered her to do weekly testing.

Richard was subsequently charged with felony possession of cocaine and fentanyl, both punishable by up to seven years in prison, up to a $15,000 fine, or both.

He was also charged with two misdemeanors, interference with a peace officer - no injury and possession of marijuana, both punishable by up to one year in jail, up to a $1,000 fine, or both.

On Tuesday, Feb. 11, Richard was seen in Circuit Court in front of Judge Antoinette Williams on the charges.

Williams appointed Richard a public defender and set his preliminary hearing for Wednesday, Feb. 18, at 3 p.m.

She then asked for the state's position regarding bond.

"The state's going to be recommending $25,000 cash," it said. "Mr. Munoz has a fail to appear in a felony docket for possession. It looks like there's been a bench warrant out since October of last year for his arrest for failures to appear."

"Obviously, Mr. Munoz has numerous prior contacts with this court for a variety of different things, but several of them are drug and drug-related," the state added. "I think given the nature of these crimes, the number of crimes that Mr. Munoz is charged with, that that cash bond is appropriate."

"The court is showing an extensive misdemeanor and felony criminal history back to 2004," said Williams.

Richard Munoz's Bond Set at $50K Cash

"I see the allegations regarding the interference are alleging that the vehicle he was in stopped and he ran from law enforcement and a dog was used in order to find his location," Williams added. "The court's going to set the bond at $50,000 cash."
