Why are there relatively new left turn lanes at the intersection of 9th and Lewis, but not on Reynolds at 9th and 15th?

"The left turn lanes at N 9th Street and E Lewis Street are not new and have been in place for quite some time. Currently, there are physical constraints which do not allow for turn lanes to be installed on Reynolds Street at the two intersections in question. The city is in the process of designing left-turn lane striping for the intersection of N 9th & E Reynolds Street and N 15th Street & E Reynolds. However, due to some existing obstacles, a design has not yet been finalized. One major obstacle for the proposed design is the removal of parking spaces in front of existing homes on E Reynolds St."
