Cheyenne Grinch Passes Out Speeding Tickets [VIDEO]

For the past six years, the Cheyenne police department has tried to get the attention of holiday travelers with what they call "a high visibility speed enforcement."

The location varies from year to year. But the Grinch costume never changes.

This year the location was at the intersection of College Drive and 12th Street in Cheyenne.

Despite the big green Grinch in the big red Santa suit, holding a big black radar gun, the road just past the site was lined with blinking lights and cars full of unhappy drivers.
