Thrillist's reasoning is: “Wyoming exists only in legend, living in dreams.” They mean the Cowboy State is not real, like a unicorn.
Wyoming does have some people who are not very real. They're just all in one place, but all of Wyoming is judged by them - in Jackson Hole.
While a unicorn costume might be the last thing a cowboy will wear on Halloween - or anytime - we know some out of state people will never get Wyoming.
