Falling Leaves-Ask the City

Question:

My neighbors have trees. I don't have trees, but every year when the leaves turn orange, they fall off and land in my yard. In my eyes, these leaves are trespassing on my property, a nuisance, and a fire hazard. Is there anything the city can do to make my neighbor pick up their leaves from my yard?

Answer:
