If I don't clear the snow from the sidewalk in front of my house, I will receive a citation. However, my neighbor uses a snow removal service that uses an ATV to clear their sidewalk, and they drive over my sidewalk to do it. Once they do, the snow is so packed that I can't remove it, do I have any recourse here?
